The public realm to the Torquay’s Town Hall building at Castle Circus provides the setting to this Grade II listed building. The public realm improvements around the frontage link to a wider townscape improvement strategy for Torquay. Proposals include street improvements from Lymington Street leading around the frontage of the Town Hall through Castle Circus and including parts of Union Street and Tor Hill Road.

The proposals narrows the existing one-way carriageway, extending radiating natural stone paving across the road for the creation of a shared surface. Crossing points and traffic flows including the bus lane will be defined by low wall structures which form ‘fins’. The fins rise out of the ground providing informal seating. The lines of the fins are broken to allow designated crossing points. Large semi-mature tree planting creates valuable shade and a strong green element through the space.

The street furniture is designed to encourage active use of the space for impromptu street performance and this area can be used for summer festivals and events.
